Under the rough Rent Roll, which

was based on claims laid, agricultural land and land cover-

-ed with houses was lumped together. The rates per house

were therefore much lower.

On the other hand shifting hill-

-side cultivation included in the rough Rent Roll is not

included in the new Rent Roll. The villagers are allowed

to cultivate such patches free of rent under a stipulation

that such cultivation gives them no claim to the land.

The new Rent Roll amounts to

$90,000 as against $53,000 odd on the rough Rent Roll.

I attach copy of the form of lease

A

adopted, based on the form of lease in use in the old

Colony. The usual term of lease is 75 years renewable for

24 years less 3 days the remainder of the term of the

Convention under which the New Territories are held. The

current rates of Crown Rent are fixed for the first 10

years of leases and are therefore subject to revision in

1908, when it is proposed to finally fix rates for the re-

-mainder of the term of the leases.

allowed therein with full particulars of the owners, areas,
